Yes, that is most likely to be correct.
Depending on where you are on your onboarding journey, there might still be tasks that will get assigned to you at a later point.
For example, you are at one week before start date. You have probably introduced yourself, answered some quizzes and pulse checks. However, when you reach your 1st week after start date, there will be other tasks and content unlocked such as a pulse check called "How was your first week?" and later in the journey you can even have a "How was your first month?" pulse check. Therefore, your progress will probably only reach 100% by the end of your onboarding journey.
