The best way of knowing if you have enough rights is trying to edit the learning page you wish to. In case you get an overview like the one shown in the image below (you don't see the pencil and the garbage icons in all learning pages), it means you don't have enough rights:
Those "rights" can be related to: filters, administrator role or the learning page not being editable by others. Please, contact the main administrator of the app and ask her/him to check if one of the options mentioned could be the cause.
If the issue persists, please don't hesitate to submit a ticket :)
