If you go to "Library" - "Forms", you can open a form by clicking on the "Edit" symbol:
If you hover with the mouse over the different sections and questions, you'll see 3 dots appear on the left of the element:
You can choose "Move question" to move the question to another section; or "Rearrange question" to move it within its current section.
